Thanks to everything you've found in the tunnels below the facility, you are finally able to put together a fairly complete picture of what is happening.
The cult appears to be conducting experiments on people using containers of blood from... something. What, exactly, you cannot be certain. Some of these people seem to be workers from the facility, while some seem to be cultists. And, through these experiments, people have been turned into blood-thirsty predators of the night. At the head of it all, the name on many of the memos and correspondence you've found is one Howard Wilkes. It would seem you've found what you came for.
There still is the matter of where all this blood is coming from. If you could find this creature they are harvesting it from, you might be able to put a stop to this operation before you confront Mr. Wilkes.
