Mulligan hard for Mitch Brown. He's esential for this build. Use calling in favors if that fails once you have a guard dog or beat cop out.
Get your survival knife in one hand if not both. Prepared for the worst to facilitate. Bust out those double guard dogs and Trusted them to increase their damage output. Riot whistle to freely engage those who are pestering your colleagues. Fight everything in sight!
Until you have the xp to buy double Survival Knife II AoO aren't necessarily a bad thing when you're hard up for something. If you're gonna take a hit either way during enemy phase you might as well save yourself an action and burgle resources, hunt for clues, play assets or draw a card and let your dogs take out the enemy during the AoO. Do the math.
Attacks during the enemy phase will cost the poor soul(s) attempting them as much as 6 damage (Guard Dog ×2, Survival Knife x2) Just wait until you upgrade to Survival Knife Level 2!
Upgrades include: Survival Knife (2) x2 (Most important) Charisma ×2 Blackjack (2) ×2 (Drop the Automatics) Bandolier (2) x2
As many Allies as you can afford.
