This is an idea for a deck that can make do with very little XP, so it's a way to play a fully powered deck through Dunwich for example.

It uses In The Thick of It to buy Ever Vigilant (just to have it for later) and Versatile for Down the Rabbit Hole. DtRH can save us a huge amount of XP here. Things that work with it:

The complete skill suite. This only takes 8XP to fully upgrade to level 2 and is a powerhouse backed by Practice makes Perfect.
The knife and the gun. Another 4XP.
Grete Wagner would be another 4XP.

That's 16XP. It's also 14 cards and since we can only use DtRH for two cards per scenario that would be it.

Other upgrades need to be high XP ones to make DtRH's penalty not hurt us too much. The first one that is already planned for with this deck list is Stick to the Plan which would cost 7XP. SttP would take Dynamite, Ever Vigilant, Prepared for the Worst. Emergency Cache or PmP could also be an option. It also gives us 2 extra resources at game start from Astounding Revelation.

So at this point we have 23XP spoken for, basically what we'd expect to get during the Dunwich campaign. Anything more could go towards a high level weapon or something like that. Note that you can still upgrade your Mag Glasses, Hallowed Mirror, Stand Together and Dynamite Blast without a penalty, too.
