Roughly XP purchase order is planned to be Charon's Obol, Underworld Market, Charisma, Lockpicks upgrades, Fence (saves actions and replaces Liquid Courage that you should need less now with more allies and Lonnie's ability), Counterespionage (replaces Sleight of Hand since Scavenging gets items back in hand and weapons with higher ammo capacities are coming upgrades), and Relic Hunter so that you're often drawing 2 extra cards a round, possibly 3 extra with Pickpocketing. That's 16 XP to get the best cards in play.

To match the combat of the scenario, I will mix in some weapon upgrades earlier: Switchblades replace the .25 Automatics, and a Chicago Typewriter named Barney (for high health or hard to hit baddies) and a .45 Thompson named Betsy (when there are more enemies at lower health) replace the .18 Derringers.

Everything after that is icing on the cake, but adding another Charisma in solo and Lola Santiago (replacing likely Elusive since you have good weapons unless there are swarms) makes your lockpicking investigations base 10 and gives you tons of allies so that you can get an ally out faster for soak. Upgraded Burglary and Ace in the Hole just kick up the efficiency. Or maybe you feel more comfortable with upgraded Backpacks to get the furs and pockets up quickly; sucks to have Lockpicks in hand if you need a big gun without a pocket. There's enough XP here and unmentioned upgrades left for 2 campaigns cuz Finn might not be the best investigator, but Finn with Underworld Market is one of the most fun.

The 10 cards put in the Underworld Market should be the most important cards you want since they're higher percentage to see. 50% will be the 4 weapon cards with Finn's .38, 1 Embezzled Treasure (to get you off to quicker starts), 2 Hidden Pockets (both are used for Lockpicks and then a Switchblade once you have 2-handed weapons), and the most important cards - 2 Lockpicks. That takes 7 cards out of the old deck, so 2 Contraband, 2 Heavy Furs, 2 Lonnie Ritters, and 1 Pickpocketing will restock the 30-card deck. Lola Santiago is very strong with Finn, but you don't need her as much as you need healing, and the Heavy Furs with Lonnie are a great engine.

At the campaign start, Backpacks help you get Lockpicks and weapons until Underworld Market is purchased. Leo, Heavy Furs, and Backpack for the furs become your starting hand targets for mulligan since Finn's hands will get full quickly. Lockpicks are primary targets from the market, but everything there is gold.
