These are some decks that I made with my limited collection (2 core, Investigator Decks, Edge of the Earth). I think each of them turned out pretty well.
The core idea of this deck is to have as few cards as possible in your deck so you can draw to your exceptional cards more reliably. Essentially, as this deck replaces and upgrades cards, each change becomes more effective since you are much more likely so see the cards you want over the course of a scenario.
This deck wants any exceptional tagged card, so add any that your heart desires. Since "Skids" O'Toole is so good at gaining resources, The Black Fan becomes a must-have. I also like [The Red Clock](/card/08058. It seems that cards with colors in their name are especially special.
The side deck is reserved for interesting cards that I would consider for upgrading.
Skids is one of my favorites to play with. Pretty well rounded character with a lot of options for decks. This one focuses on a few really powerful cards
