Here is a fairly standard list for Roland Banks. It is fairly well optimized if not particularly spicy.
The first upgrades should be dedicated to getting better weapons. Probably another 2 of either the Lightning Gun, Bar and Brand. Replace Survival Knife and a Flashlight.
The next to optimizing Card Advantage and resource gathering. In order: Stick to the Plan, Ever Vigilant and Extra Ammunition. Replace the last flashlight and 1 Eureka!
After that, just upgrade some base cards. Namely, Shortcut, Vicious Blow and Emergency Cache.
