With the addition of Inspiring Presence you can use Beat Cop ability a couple more times. Also it buffs your Intellect which is your main problem as a soloer.
Going for Beat Cop for the combo, Keen Eye for the intellect buff, "I've had worse…" which is great. This is your core upgrades.
From there you can play around him and spent your xp wherever you want and feels comfortable for you.
