Funnel resources into Arcane Studies and Hard Knocks. Acquire more using Jenny's Ability (Jenny Barnes) and Burglary as needed. Selecting which ally to roll with will depend upon the campaign--Dr. Milan Christopher if you're having trouble investigating, Peter Sylvestre if you're needing to evade enemies. Burn the other ally for icons or extra Health and Sanity (depending upon draw order).

As long as you plan on holding onto the cards that take up a slot (i.e. the Weapons, Accessory, and Allies) the "spread" on card icons is pretty even.

Plan on replacing Peter Sylvestre with a Cat Burglar early on, thus freeing up one of those precious 5 level 0's from other classes.
