My first attempt at a solo play deck. Pete seems the best choice for this as he gets all the red cards (probably the most generically good faction) and he essentially has a base value of 4 in each stat except agility (perhaps the least important stat for scenario completion) thanks to Duke. This goes up to five with Dark Horse.

For investigation I imported Magnifying Glass and Arcane Studies (both good with Dark Horse) plus the staples of Perception and "Look what I found!". These along with Duke are pretty strong (the free move from Duke is especially strong in solo play).

For fighting there's Duke early game and late game Fire Axe and Overpower to use in tandem with Dark Horse for strong fighting ability. I was considering Vicious Blow, but didn't have the spare out of faction slots.

For econ there's Rabbit's Foot for draw and Emergency Cache for resources plus Lone Wolf for a free resource every turn (to trigger Fire Axe and Arcane Studies).

For resisting the awful things that are going to happen to Pete I spent my last out of faction cards on 2 Ward of Protection, Leather Coat for extra health, Peter Sylvestre for extra sanity and Guts or Cunning Distraction for the extra willpower skill icons. Ward is particularly good with Peter Sylvestre (as he can absorb the horror you take).

For evasion Peter Sylvestre adds agility plus we have the Cunning Distraction for the bad day situation. Since I rarely find myself evading enemies I just tend to rely on Rabbit's Foot, Lucky! and Unexpected Courage for the skill icons.

As for upgrades once the campaign is under way I would recommend Scrapper to cover the two stats Arcane Studies doesn't (helping to trigger Dark Horse more reliably) and the better Peter Sylvestre for more survivability. After that Charisma for the various campaign Allies you want to run and Will to Survive (replacing Cunning Distraction) for a guaranteeing any vital fights or investigations. Also perhaps Flare (replacing the Rabbit's Foot) for the extra damage or searching for Peter Sylvestre. Also Bulletproof Vest can replace Leather Coat if you feel you need it.
