So, I am no kind of expert deckbuilder, but I have played Tommy a little, so here's my thoughts:

  1. Tommy wants to take hits and fill up his soak cards ASAP. I wouldn't call Leather Coat and Cherished Keepsake must includes, but you need a good reason to leave them out. They are quick to play, take a decent hit, and give you 2 Resources/Becky bullets.

  2. You have a lot of weapons. 7 cards, with 3 of them 2 handers, plus a Prepared for the Worst as an effective 8th. (plus Flashlight to make your 2 Hands cards less appealing). I would think one of the .45 Thompson and the Blackjack could be ditched to make room for some of the Soak Assets above. The 2 Enchanted Blade might allow you to discard the Machete as well. A Survival Knife, if you have one in the collection, pairs nicely with Guard Dog.

  3. All 3 of your Allies are slow drip, which aren't great for Soak (although they still generate Resources if defeated), since you mostly want to use their Health to activate their powers. There are only 4 of them, but they are expensive as well, which might make it hard to play any of them, since you are not set up to use Tommy's built in economic engine.

  4. It's not clear if you a thinking Multiplayer or Solo; if the latter, you probably need less fight and more clue tech, but Tommy's 3 isn't a bad platform with what you have here. If you are thinking the former, I might replace Guts with an extra Solemn Vow (plus more Soak) since they both give . If you are keeping Soak this low, I'd do the opposite, because taking your teammate's damage isn't great if you aren't converting it into Resources.

  5. The deck seems Skill-heavy; I'm not sure you need Overpower and Steadfast, and I might drop the Perception for an extra testless clue card.

  6. One last thing to consider: Tommy has terrible card draw. The upside is that you might never see his Weaknesses, the downside is that he needs a lot of consistency, so you might think of doubling up cards rather than putting in singletons. An extra "Look what I found!", Evidence! , or Scene of the Crime might replace the singleton Perception, and extra Lucky! replace a Take the Initiative, etc. All of the cards are great, but having a ton of choice can be frustrating when you have a Scene of the Crime in hand when an Evidence! would be cheaper with a dead enemy.

  7. Lastly, you might think a bit about your upgrades. Where do you want to spend XP? On better clue getting? Some of those tasty setup cards? What role will Tommy be playing in the 4th scenario? Will it be different from the 1st? And so on....

Anyway, I am hardly an expert at deckbuilding or Tommy, but those are my thoughts; a lot are more preferences than hard rules, so, if you don't like them, it's just as likely that my advice is wrong or unsuited.

I've found a lot of good things to consider in The Black Horror's Standard Tommy Deck: arkhamdb.com you might check out their reasoning to focus your efforts.
