Hot Streak and "Watch this!" allow her to accumulate cash quickly so she can make use of Physical Training and Streetwise. Lockpicks help her to reliably pick up clues - although relativley slow, as it exhausts after use. During each turn, she can pick up a maximum of 2 clues if she combines Lockpicks with Double or Nothing and Streetwise (depending on shrout value of location).
Switchblade is a cheap and effective weapon to take out (non-boss) enemies in combination with Physical Training. Tooth of Eztli boosts her Will during the mythos phase, helping to avoid damage and horror. It also allows here to draw cards in case of a success.
Leo De Luca is a must have that Jenny can afford, which gives here an extra action each turn. Cheap Shot, Elusive and Sneak Attack help to deal with enemies. Jenny has a lot of money, so she can afford Dynamite Blast which is really usefull when things get ruff.
Jennies abilities highly depend on money, that's why I included some extra Emergency Cache. An extra pair of Guts is usually never a mistake.
This deck is not heavily specialized on either 'clues' or 'fighting enemies' and can therefore be used in both solo and multiplayer mode.
Edit: the deck requires two basic weaknesses.
