Underworld Darling Sefina is a generalist build that draws from Synergy and Big Money builds. It utilizes Underworld Support which gives Sefina insane consistency.
From synergy cards, she utilizes Antiquary and the multiclass spell package to fuel her Close the Circle which gives her a free basic action per turn. With level 3 Emergency Cache, Winds of Power, and The Painted World she should practically never ran out of charges for your spells.
Black Market is just overall a good deck tutor that also allows any other investigator access to whatever spell you don't plan on using.
From the Big Money archetype, I may not have access to the TCU staples, but Unscrupulous Loan, Cheat the System, "Watch this!", 21 or Bust, and The Painted World should at the least be able to make Dario El-Amin and The Black Fan useable. Hopefully.
Always keep Quantum Flux in your opening hand if possible or draw it from underneath Sefina since it's your only defense against Stars of Hyades and discard shenanigans to reshuffle back important cards into your deck.
NB: Level 3 E-cache can't be used to add charges to spells; it can only add supply tokens to assets that say "Uses (X supplies)," which would be cards like Flashlight and the Strange Solution upgrades.
