This is the build I ran with my Finn deck through Carcosa. I'm not happy with this build, so I'm not invest as much time writing this as I did with Finn, but I will note my general strategy, what worked and what didn't work.

General strategy is to have Dodge, Emergency Cache and Dynamite Blast on Stick to the Plan. Once I upgrade Emergency Cache and Dynamite Blast it became extremely potent.
Next, I'm looking to have 2x Beat Cops in play for really high , but Guard Dogs work really well too, and you can just let them die from enemy attacks when you draw into your Beat Cops.
You can use Calling in Favors to get a Beat Cop or Guard Dog back, essentially healing it, and fetching another copy at the same time. Even though I didn't plan to initially, I got Brother Xavier too, which increased the effectiveness of it. I'd probably run another copy of Calling in Favors next time, it was quite effective.

Lucky! is very strong, but I'm not sure it's worth the side slots. You can go the pocket Lightning Gun route, by taking 2x Sleight of Hand, which is obviously very strong. I'm not sure what else I'd take. I tried Ward of Protection, but the sanity was too costly, and I ended up using it for the wild icon more often than not.

Reckless Assault and Say Your Prayers didn't provide the expected benefits, and I'd gladly cut them for something else.

It made me a bit sad to not be able to use Zoey's Cross because of Elder Sign Amulets, but I don't think it is worth the Relic Hunter purchase. Possibly I'd just run 2x Brother Xavier instead of the amulets.

Dodge is really good, but I ended a lot of scenarios with it still on Stick to the Plan, while Dynamite Blast and Emergency Cache were always used. Possibly a second Emergency Cache. Prepared for the Worst is another option, but I feel having 5 weapons is enough. If I went the pocket Lightning Gun route though, I'd definitely want Prepared for the Worst. If I'd want to spend side slots on it, Elusive is another great option, and I bet I'd use it more often than not. I've been meaning to try Ambush, it's possible that's a good choice too.

Get sanity soak around Scenario 5:
Elder Sign Amulet(6) - Like I said, considering not taking it and taking only Brother Xavier

Optional extra soak: 2xBrother Xavier(2) - Can soak quite a bit, and does damage when he dies. Can fetch him with Calling in Favors with a beat up Beat Cop for a discount.

Then just upgrade based on available XP:
Beat Cop -> Beat Cop(4) - Big improvement, would get it after Charisma and Stick to the Plan.
.32 Colt -> .45 Automatic(4) - 2 less ammo, but +2 and ignores Retaliate. worth it.
Vicious Blow -> Vicious Blow(4) - I didn't try it, I ran out of XP.
Emergency Cache -> Emergency Cache(2) - It's really nice to have on Stick to the Plan. While technically it costs a card, by being on Stick to the Plan, it feels like you're getting a draw + 3 resources for 1 action, it feels great.
Dynamite Blast -> Dynamite Blast(2) - The lower cost isn't as important as being able to drop it on your own location and take a couple of monsters with you. With Dynamite Blast(0), you're also going to take attacks of opportunity, which is going to make it too costly to bomb yourself. But with Dynamite Blast(2), you just take the 3 damage, which Zoey is completely fine soaking.
