This deck is built for 4-player hard run of the Return to Dunwich Legacy. Zoey is the dedicated fighter of the party, for sure.

The deck focuses on exploiting her ability by engaging as many as times. "Let me handle this!", First Watch, Heroic Rescue, On the Hunt, Taunt, and even Spectral Razor which is there for tougher enemy(Zoey can hit them with 8+ without any commit) includes engagement while resolving its ability. This leads in plenty of resources or test-less damage, which is valuable to Guardians at higher difficulty campaign. Furthermore, Action economy is extreme : need to move, engage, 1 action left to attack? You can handle this. Or you already hunted down that enemy before it hunts the seeker. Or even if you're missed them, you can be heroic, draw their attention without any action. You take lots of enemy from the encounter deck(10 events total), making fragile cluevers safe - what guardians exist for.

Survival Knife has serious synergy with the Heroic Rescue, so Zoey will be wield one in her off-hand. 1 damage from the rescue, another 1 damage from the cross, 2 damage from the knife - 4 damage without any action. .45 Automatic is nice, but needs ammo support for 4-player party. Enchanted Blade also has certain limit for charge, but we can use it for +1 strength, at least. I've considered Meat Cleaver, one of the best 1-handed weapon at 0 exp, but had it turned down because we don't have plenty of sanity to spare if I choose to use the Survival Knife : you'll draw tons of enemy, means you'll get hit a lot with this deck. Still, you can choose the cleaver instead of the blade while dropping Mr. "Rook" or Spectral Razor. Or you can have Jessica Hyde instead for her and infinite soak - but she isn't disposable(how horrible!), so you'll need Charisma ASAP.

Her bad friend Mr. "Rook" is, well, considered OP. He can soak, he can find weapons and valuable Zoey's Cross, and he can help Zoey to trigger her signature weakness, Smite the Wicked early which makes it milder.

Handcuffs is lil situational. Humanoids are common, and only some of them are irritating. Dunwich has some of such enemy, so I took it. Your call.

The rest is quite simple, Vicious Blow is auto-include for most fighters; Beat Cop is good, and better with Zoey's ability - 2 testless damage? gotcha; Hallowed Mirror is standard accessory for 0-exp guardians, while Dodge helps standing alive. Scene of the Crime? you'll have enemies most of times when your turn begins.

The weak point of the deck is - well, this isn't a deck for harder tests! Minimum skill cards, only one (Beat Cop) passive boost. No pumping at all. Still, you'll fight with 6 most time, 5 if you are out of charge, 7 if the cop is there for you. Fortunately, Enemies from early Dunwich Legacy scenarios aren't that harsh.

For later on, more healing would be nice. "I've had worse…", Charisma + soaking ally like Brother Xavier, Enchanted Blade, and Spiritual Resolve look like good choices. Wish Eater is great for monster killers, but Relic Hunter will be essential. In terms of weapon, Timeworn Brand is best - no charges, which is important for 4-player party, and works great with Zoey's 4 . If you don't mind proxy, upgraded Survival Knife will have even greater combo with upgraded Heroic Rescue. Make sure you have enough if you play hard or extreme, with Ace of Swords or double cops.
