You're Invited to (Be) Dinner
The inspiration for this deck is straightforward: feed souls to The Hungering Blade. The only trick is to stack up bodies before you draw Bloodlust, so that instead of wasting draws (and costing horror) those draws instead install bonuses to the blade.
Each Bloodlust essentially is like a free Reliable. Note that Mr. Rook can help fetch these "weakness" cards as a bonus to the non-weakness card he searched for. It's not likely you'll have a stack of 4+ offering tokens on the Blade, but it would be a super efficient play.
In order to get into lots of fights the deck is stacked with events that redirect enemies to Zoey: Let me handle this, First Watch, and Righteous Hunt. Heck, if there's no enemies on the map go fishing in the Encounter Deck to pick fights before your pals can run across them. Even your signature weakness invites a guest to "dinner".
Whether by accident or design you might defeat something at a location with clues. That's a chance for Evidence! or Grete to scoop up testless clues. They can stack, potentially saving your cluevers from having to visit a distant location or test against high shroud.
Zoe Makes Dining Out Affordable
Zoey's innate ability enriches you for doing your job. The free cash also enables you to mingle in elite society with Leo and Grete.
Setup is time-tested SttP with Prepared for the Worst, Ever Vigilant, and Emergency Cache. Generally you can expect to start with some weapon on turn one. Don't fret if you start with an Enchanted Blade, it's solid and it means that at the clock isn't ticking on Bloodlust.
If you scored Mr. Rook early use him to search for action-compressing assets like Safeguard or Zoey's signature.
Be Well Prepared
Each Well Prepared can be used once per turn, so the need for skill cards goes down once they're installed. Note that Well Prepared relies on the commit values of other assets.
For combat Zoey's signature asset offers a pretty outstanding +3 bonus with Well Prepared. That's on top of the Cross's main use for fast, testless damage.
For Willpower tests First Aid offers with Well Prepared. And it's charges can shore up your low sanity while also keeping Grete in play longer.
If you have part of this combo on the table Mr. Rook is a great way to put more of them into play...
Showstoppers
Be mindful that in Arkham even the best investigators should expect to get in over their heads. We include a few lifelines for these critical moments: Dodge nerfs one attack at your location, Ward of Protection nerfs a treachery, and Stunning Blow uses your excellent value to exhaust an enemy that would otherwise romp all over your team.
The Chef's Secret Menu
If you're not playing with strict taboo, consider Double or Nothing for when you dump all the Bloodlusts in a coup de grace against a boss.

This looks like a solid Zoey deck. It’s novel how you chip in with clues while filling a bruiser role. I think that approach is rewarded most in low player counts.
Seeing so many singletons, I would personally add Underworld Support, remove the six duplicates, fill the remaining deck slot with something like Daring or Glory, then if I wanted to stay at 19 XP, I might upgrade to Ever Vigilant.
Also, your final line seems to indicate multiple Bloodlusts can be activated in a single attack, but that isn’t right.
